Education:
He was graduated from the faculty of history at Nakhchivan State Pedagogical University (currently Nakhchivan State University) in 1981 and the faculty of law at Baku State University in 1998. He is Doctor in Economic Sciences.
Work experience:
Firstly, he worked as a teacher in 1981 in the Damirchi village of Sharur district. Starting from 1982, he worked as the instructor on personnel and then as the head of the special department in the knitted-goods factory of Nakhchivan.
From September 1991 to April 1994 he worked as chief assistant of the Chairman of the Supreme Assembly of Nakhchivan Autonomous Republic, from April 1994 to December 1995 the first deputy of the Prime Minister of the Nakhchivan Autonomous Republic on foreign economical relations.
Vasif Talibov was elected as deputy of the Supreme Assembly of the Nakhchivan Autonomous Republic on November 12, 1995, on November 5, 2000, and on November 6, 2005, and as chairman of the Supreme Assembly of the Nakhcivan Autonomous Republic on December 16, 1995, on December 7, 2000, and on November 28, 2005 during the primary sessions respectively.
Political activity:
During his education and afterwards, he was always active as an intellectual staunchly devoted to his native land and people. To reach lofty goals, namely establishment and consolidation of the independent statehood in Azerbaijan, reforms conducted to establish new Azerbaijan and establishment of the democratic values in the country, he was one of the leaders struggling for return of Heydar Aliyev, the national leader of Azerbaijan people, to the administration. Furthermore, he was schooled being close to Heydar Aliyev, and associating with the wise leader he actively participated in the reforms conducted.
He actively participated in the establishment and organizational formation of the New Azerbaijan Party (NAP) founded by Haydar Aliyev. He is a member of the Political Council and Presidium of the NAP. He is the Head of Nakhchivan AR Organization of the NAP since April 8, 1995.
He was the deputy of the first and the second call of the National Assembly (Milli Majlis) of the Republic of Azerbaijan. On November 6, 2005, he was again elected in the elections held to the third call National Assembly. He is the head of the working group on Azerbaijan-Iran interparliamentary relations, and member of the working groups on Azerbaijan-USA and Azerbaijan- France interparliamentary relations.
He was elected as a member to Coordination Council in the first (2001) and second (2006) congresses of the World Azerbaijanis.
