The Department of the Ministry of Foreign Affairs of the Republic of Azerbaijan in the Nakhchivan Autonomous Republic provides the consular services in Nakhchivan in accordance with its Statute. As considered by the legislation, the Department: - issues various types of visas - carries out consular legalization - issues service passports upon informing the Ministry of Foreign Affairs of the Republic of Azerbaijan - solicits for diplomatic passports before the Ministry of Foreign Affairs of the Republic of Azerbaijan in accordance with the law of the Republic of Azerbaijan - sets task for the consulates, coordinating with the Ministry of Foreign Affairs of the Republic of Azerbaijan, to issue visa for foreigners who will come to the Republic of Azerbaijan by the invitation of legal entities of the Nakhchivan Autonomous Republic. Visa legalization General Regulations - Foreigners intending to come to the Republic of Azerbaijan, including Nakhchivan Autonomous Republic, shall be granted with appropriate entry visa upon their application to the foreign missions of the Republic of Azerbaijan after indicating the duration and purpose of the journey. - In accordance with the current agreement, the citizens of the Islamic Republic of Iran can stay up to 15 days, once a month, in Nakhchivan Autonomous Republic after the entrance without visa. Furthermore, they can stay 20 days after being granted free of charge 3-month multi-entrance visa by the diplomatic missions and consulates of the Republic of Azerbaijan in the Islamic Republic of Iran. - The citizens of the Republic of Turkey will come to Azerbaijan (including Nakhchivan AR) after being granted free of charge 60-day entry visa by the representations of the Republic of Azerbaijan in Turkey. Furthermore, being granted with 60-day entry visa in the border-crossing points of the autonomous republic, the citizens of the Republic of Turkey will enter into the Azerbaijani territory. Types of legalized visas - Ordinary entry visa (Duration of stay is from 3 days to 3 months) - Multiple entry-exit visa (Duration of stay is up to 1 year) The Regulations for extension of visas for foreigners and stateless persons in the Republic of Azerbaijan Foreigners and stateless persons are entitled to extend the duration of their visas for temporary stay in the Republic of Azerbaijan. Visas for officials of the diplomatic missions and consulates of foreign states and the representations of international organizations in the Republic of Azerbaijan, and their family members, and foreigners visiting the Republic of Azerbaijan upon special diplomatic mission are extended by the Ministry of Foreign Affairs of the Republic of Azerbaijan (in Nakhchivan by the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic). Abovementioned foreigners shall apply to the Ministry of Foreign Affairs of the Republic of Azerbaijan (in Nakhchivan to the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic) in order to extend the duration of visas at least 3 working days before the expiration of current visa. Visas for other foreigners and stateless persons coming to Azerbaijan are extended by the Ministry of Foreign Affairs of the Republic of Azerbaijan (in Nakhchivan Autonomous Republic by the Department of the Ministry of Foreign Affairs in the Nakhchivan AR) on the base of decision of the State Migration Service of the Republic of Azerbaijan as to extension of their temporary stay in Azerbaijan. To obtain the decision for extension of temporary stay, those foreigners and stateless persons shall apply to the State Migration Service of the Republic of Azerbaijan at least 7 working days before the expiration of current visa. The relevant decision by the State Migration Service of the Republic of Azerbaijan is given within 2 days upon the application of foreigners and stateless persons regarding the extension of temporary stay in Azerbaijan. While duration of temporary stay of foreigners and stateless persons in Azerbaijan is being extended, the reasons of their stay are investigated case by case. Once the decision on the prolongation of duration of temporary stay of foreigners and stateless persons in Azerbaijan is taken, the copy of that decision will be sent to the Ministry of Foreign Affairs of the Republic of Azerbaijan (in Nakhchivan to the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic). The individuals who are subject to the decision on the prolongation of duration of temporary stay in Azerbaijan, in order to prolong their visas, shall apply to the Ministry of Foreign Affairs of the Republic of Azerbaijan (in Nakhchivan to the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic) at least 4 working days before the expiration of current visa. Should the validity of passports and identification cards of foreigners and stateless persons be less than 3 months, duration of their visas is not prolonged. While the issue as to prolongation of duration of visas of foreigners and stateless persons for temporary stay is underway, the Ministry of Foreign Affairs of the Republic of Azerbaijan (in Nakhchivan the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic) investigates the reasons of their stay in Azerbaijan case by case and could deny to prolong the duration of visa in the cases indicated by the Law and if any other basis for denial of visa prolongation is determined. Consequently, the relevant persons and the State Migration Service of the Republic of Azerbaijan are informed. Following the pertinent remarks on those persons' passports, the exit visa for them is issued during 2 working days. Should foreigners and stateless persons seeking temporary stay in the Republic of Azerbaijan do not apply in advance for visa extension, they have to leave the territory of the Republic of Azerbaijan once the visa is expired. Consular legalization Consular legalization is confirmation of authenticity of the signatures on documents and legal acts, and certification of the correspondence of those documents and legal acts to the laws of the country where the consulate is located. The legalization serves to confirm legal force of documents and legal acts in the international arena. Consular legalization is performed abroad by the diplomatic missions of the Republic of Azerbaijan and within the country by the Consular department of the Ministry of Foreign Affairs of the Republic of Azerbaijan and the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic. Certain documents and legal acts emanating from official bodies, organizations, individuals and legal entities of foreign countries are considered and recognized by relevant bodies and organizations of the Republic of Azerbaijan only after legalization has been made if not any other regulations are indicated in the legislation of the Republic of Azerbaijan and the international agreements to which the Republic of Azerbaijan and the respective foreign state are both party. Documents and legal acts of relevant bodies and organizations of foreign states who are member of international treaties on legal assistance, to which the Republic of Azerbaijan is party, are accepted on the territory of the Republic of Azerbaijan without legalization. Documents and legal acts which are contrary to the legislation of the Republic of Azerbaijan and detrimental to the interests of the Republic of Azerbaijan or the honor and dignity of citizens of the Republic of Azerbaijan are not legalized. In general, the originals and copies of the following documents are not legalized - identification cards of citizens of the Republic of Azerbaijan - party membership documents - trade union cards - work-books - military certificates - references - imprisonment documents The documents of the relevant bodies and organizations, as well as legal entities and individuals of foreign countries shall be legalized by the Ministry of Foreign Affairs and the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic following legalization of these documents by the diplomatic missions of those states in the Republic of Azerbaijan or, as an exception, by the Ministry of Foreign Affairs of the state who does not have diplomatic mission in the Republic of Azerbaijan. In addition, the Ministry of Foreign Affairs and the Department of the Ministry of Foreign Affairs in the Nakhchivan Autonomous Republic legalize documents and legal acts of official bodies, organizations, legal entities and individuals of the Republic of Azerbaijan to be submitted abroad after they are confirmed by notaries. Note: Consular fee is charged for every legalization act in accordance with the "Law on the State Duty of the Republic of Azerbaijan".
